去年我国境外消费1.5万亿 至少7000亿用于购物-搜狐新闻  商务部部长高虎城在23日举行的国新办新闻发布会上透露,2015年我国境外消费1.5万亿元人民币,其中至少7000亿至8000亿元用于购物。中高收入阶层境外购物占相当大的比例,并从主要购买奢侈品牌、高档品牌转向高质量的、性价比合适的日用消费品。   专家表示,境外消费旺盛折射当前我国消费尤其是中高端消费供需结构矛盾,建议加快推动供给侧结构性改革,解决消费市场供需错配问题,促进消费结构加快升级,进一步释放消费潜力。   旺盛 我国消费贡献率创15年新高   30.1万亿元和1.5万亿元,这是高虎城谈及消费问题时引用的两个数字。这两个数字反映出我国消费的现状特点。   从总量来看,2015年我国实现社会消费品零售总额达到30.1万亿元,同比增长10.7%,消费对社会经济增长的贡献率达到66.4%,比2014年提高了15.4个百分点,成为经济增长的第一驱动力。   “也就是说,中国成功地实现了经济增长由投资和外贸拉动为主向由内需特别是消费为主的重大转型。”高虎城说。   相较投资和进出口这两驾马车,消费在2015年表现更为亮眼。消费对中国经济增长贡献率创15年新高,在投资和出口增长明显回落的情况下,消费充分发挥了对经济增长“稳定器”和“压舱石”的作用。专家指出,消费贡献率提升是中国经济社会不断发展、产业结构持续调整和居民收入持续较快增长的结果,反映出中国居民消费进入新时代。   高虎城表示,消费旺盛的原因是多方面的。首先,十八大以来,我国城乡居民收入增长连续三年高于GDP增长,消费能力不断提高。二是社会保障体系越来越健全,使人们有钱敢于去消费。三是消费条件不断改善。   与此同时,1.5万亿元则折射出大量消费外流的现状。据商务部数据,2015年我国出境人数达1.2亿,境外消费,包括旅费、住宿费、购物费达1.5万亿元人民币,其中至少有7000亿至8000亿元用于购物。中高收入阶层境外购物占相当大的比例,并从主要购买奢侈品牌、高档品牌转向高质量的、性价比合适的日用消费品。   错配 中高端消费供需结构矛盾凸显   专家表示,境外消费旺盛折射当前我国消费尤其是中高端消费供需结构矛盾。一方面,消费进入新阶段,中高消费阶层正在崛起。另一方面,凸显出当前消费供给侧能力的不足。   高虎城表示,中国目前有一个中高收入阶层正在形成,这个阶层不满足于大众化的消费,中低端商品和服务难以满足其消费需求。   目前一个大的趋势是,在就业稳定的基础之上收入还会逐步增加。2015年,我国的GDP达到67.7万亿元人民币,近11万亿美元,人均GDP达到8000美元左右,一些东部沿海地区的城市已经超过10000美元,甚至超过15000美元,中高收入消费人群正在聚集,因此境外购物仍然在增加。   中国贸促会研究院研究员赵萍对《经济参考报》记者表示,境外消费旺盛主要缘于国民收入水平提高。从日、韩等国的经验来看,国民收入到达10000美元之前,境外消费都是高增长的态势,大致为30%到40%的增速。我国现在人均GDP在8000美元的水平,正处在境外消费高增长的区间,“从过去五年看一直是高增长,未来还会延续高增长的态势”。   需求侧中高阶层形成的同时,供给侧则相对不足。中国建设银行首席经济学家黄志凌指出,供给结构升级缓慢、创新能力不足等问题抑制了我国居民现实消费需求。由于产业结构调整迟缓,创新能力欠缺,存在着大量的低水平过剩产能,难以满足居民消费结构升级的内在要求,许多存在现实消费需求的产品和服务无法获得,或者由于品质安全等原因消费者不敢消费,导致现实消费需求被严重抑制。此外,供给方式有待进一步改善优化,供需信息不对称导致潜在消费需求难以转换为有效需求。公共产品与服务供给不足也制约了消费需求增长。   出路 破解消费供需错配重在供给侧改革   高虎城表示,商务工作从供给侧发力的一个重点,就是满足中高收入阶层个性化、差异化的消费需求,满足他们对更多品种、更好质量、更为安全、更为舒适的购物环境需求。下一步,将主要解决商品品种、价格、质量、安全、购物环境等方面的问题。   “比如品种,我国提供的商品种类仅有二三十万种,而发达国家某一知名超市的商品种类超过70万种。”高虎城指出,再比如价格,这涉及税费问题,还有居高不下的物流成本。经过近年来的努力,我国物流成本已经有所下降,但仍然高出发达国家将近一倍。此外,还要通过大力发展跨境电子商务,实现不出门就可以在境外购物。   据了解,相关部门已经在加紧研究引导消费回流的若干政策。日前,财政部等五部委联合发布关于口岸进境免税店政策的公告,决定增设19个口岸进境免税店,同时将免税额从5000元增至8000元。   赵萍对记者表示,免税店的价格和品类对消费者而言具有很强的吸引力,增设进境免税店对吸引境外消费回流的效果应该比较明显,值得期待。与此同时,还应该更多鼓励跨境电商的发展,与免税店形成互补。因为免税店的消费特点是临时的、偶发的,而跨境电商上的购物虽是碎片化的,但可以是经常性的。   此外,供给侧发力还包括:制造业未来应该更加关注设计、创新以及市场反应能力,重塑研发。流通环节须进一步深化改革,一是引进新业态,增加更多品类,使得消费者选择余地更大,二是渠道扁平化,以短渠道模式降低成本,使得商品价格更加合理。   专家建议,加快推动供给侧结构性改革,解决消费市场供需错配问题,促进消费结构加快升级,进一步释放消费潜力。具体举措包括营造有利于双创的良好市场环境,培育新业态新模式市场环境,满足多样化消费需求,营造消费环境,培育新增长点。加大服务业对内对外开放力度,创新公共服务供给方式,以制度创新助推新兴产业发展等。   展望今年消费形势,高虎城说:“2015年消费的增长是在2014年基础之上的一个持续增长。我个人认为,2016年还会延续这个趋势,这也是有关方面一个普遍的判断。”相关的主题文章:
